City Manager’s Report: June 4, 2021 COVID-19 UPDATES • City Hall is currently open to the public Monday through Friday, 9:00 a.m. to 4:00 p.m. The Customer Service line is answered Monday through Friday, 8:00 a.m. to 5:00 p.m. • Please see the Continuity of Operations document, as of February 1, 2021, available: 33TUhereU33T. • Please see the COVID-19 Preparedness and Response Plan, as of May 20, 2021 available: 33There33T. OPERATIONS • Use of Public Property: o May 31, 2021- Reserved Curbside parking has ended. o July 4, 2021- Mason Car Show, contingent on adhering to COVID requirements. The following roads will be closed 7am – 3pm: Jefferson, Ash to Maple, Maple, Jefferson to Barnes, and south-bound Barnes, Maple to Ash; map will be posted on Facebook on July 1. • Mason Public Schools will be using the Hayes Park pavilion from June 15, 2021 – August 5, 2021, for their 2021 Summer School program, Tuesdays – Thursdays. • The Governor signed Senate Bill 690 July 1, 2020. This bill includes funding to reimburse local units of government for their public safety and/or public health payroll expenses for the months of April and May 2020. The City submitted the application July 2020 requesting reimbursement for public safety and public health payroll expenses for April and May of $164,252.93. Due to the number of requests, appropriations were prorated, and we were awarded $109,441.06. • The City was awarded a $6,250 in Risk Avoidance Program (RAP) Grant from the Michigan Municipal Risk Management Association (MMRMA) for recently purchased Body Worn Cameras (BWC), due to their value as a risk management tool. • The City was awarded $994.75 from the DOJ Bulletproof Vest Partnership (BVP) for the replacement of soft body armor/vests for officers, with an approximate 5-years replacement cycle thereafter. • American Rescue Plan (ARP): o The City has requested $11 million in American Rescue Plan funding from Ingham County’s allocation to assist with funding of the Wastewater Treatment Expansion. o The City Manager participated a group providing feedback to the Governor’s Office through MML on distribution of the States American Rescue Plan. Proposal included a regional cooperative allocation that would include partnerships like Mason Public Schools and City of Mason on the DPW/ Bus Garage concept. o In further review of the ARP funding, if the City moves forward with using funding for lost revenue it would require all late payments to be waived. Staff is doing further review of the requirements, but anticipates recommending using ARP funding primarily for infrastructure, which will have a similar impact on the Water/ Sewer fund. • Library: o The Michigan State Historic Perseveration Office has notified us that the City’s anticipated grant funding level was increased from $90,000 to $116,950. The project will move to the next step once the grant agreement is authorized by the State. Staff is anticipating the project may have to be bid more than once if costs are too high this summer, based on costs we are seeing from other municipality’s projects. We have not increased the scope even with the increase of grant funds to provide additional contingency. o Quit claim deeds related to the library property from Ingham County, Vevay Township, and Mason Public Schools have all been approved and filed. Staffing Updates: • New Hire: Cameron Pierce was hired as a Seasonal-Temporary Laborer in Public Works, starting June 11, 2021. • Open Positions: Full-time Police Officer- Contingent offer has been made and the background check and pre- employment screenings are being conducted. Details are still in the works regarding the location and type of tree that will be planted. There will be no in-person ceremony, but an official announcement will be made on the City’s Facebook and Website along with the Mayor’s Proclamation on Arbor Day April 30, 2021. Staffing Updates: • New Hires/Promotions: Randy Auga was appointed on March 22, 2021 as a Volunteer Firefighter in the Fire Department. • Open Positions: Full-time Police Officer- first interviews and second interviews have been conducted. Seasonal Temporary Laborer- position has been posted and closes on April 16. Seasonal Crossing Guard- posted and is open until filled. Traffic Updates: • A Mason resident contacted staff with concerns about the intersection of Jefferson Street (S/B) at Okemos Street. The drivers on Okemos Street always have R-O-W. But as the drivers are traveling S/W on Okemos Street towards the intersection, the citizen believed they see the stop sign intended for S/B Jefferson Street and stop causing some traffic issues and confusion. Initial research of traffic crash data from 2017 until March 23, 2021 was done. None involved S/W drivers on Okemos entering the intersection and being the cause of the crash. All were other drivers who failed to yield R-O-W. Status is open. Last meeting was disrupted as it was at an inappropriate time. Hypothetically, if this person expressed himself during "People from the Floor" with profanity, rapped the song himself to us, spoke to us however he wanted without threats being made, would that have been allowed? What are "People from the Floor" 1A rights for three minutes? Please Clarify? No that would not been allowed. Our adopted rules of order define how someone can participate. See 1.18.21 Meeting Packet 2. Laylin: The budget currently has allocated $287,000 for Laylin Park improvements and amendment is required at this time. Depending on the course of action, bids will confirm costs of items. My math shows proposed options come in less than the allocated amount. I wasn't aware we did amendments for a lower cost. Or is this amendment needed because you need to price out different options? Or is my math wrong and this is more than the $287k? The remaining budget does not include only the cost of pavilion and we typically don’t request budget amendments until we receive bids to determine actual costs to complete the work. 3. Update on Rayner Master Plan/Urgency and the Urgency at Laylin due to the fact that staff is recommending a different direction than was originally articulated in the Capital Improvement Program and during previously approved budgets, receiving this information Friday when tax dollars are scarce troubles me greatly. What feedback from the public survey of the Laylin parks plan has changed that staff has now reconsidered? We approved the Parks plan February 2020. What changed in two weeks? Help me understand. Do these changes affect Planning Commission as they are currently reviewing the CIP for our consideration? We have more information regarding the projects and the estimated costs associated with them that has made us evaluate whether the previously discussed strategy still is the best option. Neither of these recommendations would change the CIP document as presented this year.

These video services will be accessed through on-screen guides and voice-activated commands, customized to operate with WOW’s new streaming box and remote control and expected to be completed in the next few months. With this advancement, staff is working with our current local media consultant to get the necessary equipment needed to broadcast to the cable channel for this upcoming change. • Public Act 253 of 2020 was signed into law on December 23, 2020. The Act made several changes to the poverty exemption statute (MCL 211.7u) including only the Board of Review can grant/deny poverty exemptions and requiring the policy, guidelines, and application form to be posted on the website. The Act also allows the adoption of a resolution granting a 3 year carry forward of a previous exemption from 2020. Staff have recommended not adopting this resolution as we only have a couple poverty exemptions a year and we like to manage each application annually and have a discussion with the applicant on an annual basis. There is also the chance income can change and they would not remember to resubmit the updated information to us, and this would cause a hardship on that taxpayer at a later point to have to repay the exemption that was already granted. City Manager’s Report: December 17, 2020 COVID-19 UPDATES • City Hall will be closed to the public until at least January 11, 2021 to limit exposure to staff. The Customer Service line is answered Monday - Friday, 8:00 a.m. to 5:00 p.m. • Please see the Continuity of Operations document, as of December 7, 2020, available: here. • Please see the COVID-19 Preparedness and Response Plan, as of December 9, 2020 available: here. • Vaccine Deployment: We are working closely with partners at the Ingham County Health Department regarding vaccine deployment for eligible employees. It is likely we will begin vaccinating first responders in January. The City’s current position is that vaccination will be voluntary. These vaccinations will be staggered to allow for recovery time for those with reactions. • Virtual Public Meetings: o At the July 6, 2020 meeting, City Council agreed to meet electronically as long as legally permitted or until Council determines otherwise. o Effective December 31, 2020, the current legislation restricts the ability to meet virtually unless there is a declared State of Emergency. Currently, the City falls under the Emergency Order declared by Ingham County that expires on January 31, 2021. This allows the City to meet virtually until that time with no additional action. o As the date of this report, it is likely that legislation will be passed to allow the continuing of meeting virtually for no reason until the end of March. As long as certain gathering restrictions are in place, the City’s public meetings will be required to meet virtually. If gathering restrictions are lifted prior to March 31, the Council would need to make a motion to direct staff to meet in person. Otherwise, if the legislation passes, the City would only be able to meet virtually until March 31, 2021. OPERATIONS • On December 9, 2020, "Tamarack" was officially adopted as a Police K9 from the Ingham County Animal Control and Shelter. Director Heidi Williams was instrumental in facilitating the opportunity for the City. The K-9 Handler selection process will begin after the first of the year. Until that selection is complete, Tamarack is being boarded at a facility recommended by Mid- Michigan Police K9. Tamarack and a student handler will be enrolled in a Police K9 School in Spring 2021. The City of Mason is very appreciative for all the support from the Mason Community and welcomes to Tamarack to our team! • City Hall operations will be closed between Christmas and New Year’s, as in previous years to allow our employees to spend time with their families. This continues to be one of our most appreciated benefits and after this stressful year, it is even more deserved. Essential operations will continue and members of our leadership team will be available to respond to any urgent issues. • No Senior Without Christmas – On December 9, 2020, our police and fire teams delivered (29) packages to seniors in Mason as part of the Annual “No Senior without Christmas”. This is an event put on by TRIAD, a partnership between law enforcement, fire agencies, senior citizens and community members. Staffing Updates: • Internal Open Position – Part-time Permit Administration Specialist (Community Development) position was posted internally and closed Wednesday, December 16, 2020. • Open Position – Seasonal Crossing Guard position posted and is open until filled. 91 201 West Ash Street; Mason, MI 48854-0370 Office: 517.676.9155; Website: www.mason.mi.us LARGE CITY PROJECTS FY 2019-2020 Project Project Name/Description Status Completed UTILITIES: SANITARY SEWER, STORM WATER, AND WATER DISTRIBUTION (U) 2017-U11 Turbine Aeration Blower at POTW Estimated time of arrival of April 2021.
