Removing the fallen leaves helps to prevent ponding, flooding, and road icing as a result of blocked drainage paths and catch basins. As a service to our residents, City staff collect leaves in the right of way during this specific time. You can help the City clear the autumn leaves by raking leaves that have accumulated in your front yard out to the right of way, no more than a few days before your street’s collection day; see the Zone Map below. Please do not rake leaves onto sidewalks, roadways, on top of catch basins, or obstruct water flow in any way. Improperly placed leaves may cause them to be missed during the pick-up day and can create dangerous conditions for pedestrians, cyclists, motorists, and may create flooding conditions. All other leaves (like those from side and back yards) should be placed in either disposable paper bags or in trash cans, 30-gallon or smaller, and placed at the curb on Fridays. Granger will accept up to 5 bags or cans weekly from each residence until November 27, 2023, as part of their service with the City. LEAF COLLECTION SCHEDULE AND ZONE MAP: Collections will be mid to late October through November 17, 2023. Pick-up days are coordinated by the Zone in which you live. If you see City staff in your area a few days earlier or later than scheduled, they are just getting an early start or making a final collection pass in your area. Please understand that snow accumulation and other weather-related events may impact the City’s ability to run the program. COMPOST CENTER: The Compost Center is available for anyone who would like to pick-up compost or drop off leaves; brush and limbs are not accepted. It is located at 862 Mason St. and will be open Saturday, October 21, 2023 through Saturday, November 18, 2023; Monday – Friday 8:00 a.m. to 3:00 p.m. and Saturday 8:00 a.m. to 12:00 p.m.; closed on Holidays. RESOURCES: More Questions? Please contact our Customer Service Desk at 517.676.9155 or info@mason.mi.us. Zone 1 - Mondays South of W. Ash, West of S. Jefferson Zone 2- Tuesdays North of W. Ash, West of N. Jefferson Zone 3- Wednesdays South of E Maple, East of S. Jefferson Zone 4- Thursdays North of E. Maple, East of N. Jefferson * Fridays are catch-up days (as needed) 33 SIDEWALK & CROSSWALK IMPROVEMENTS Columbia St. Bridge Connections Directly Impacted Property Owners and Tenants SIDEWALK CONSTRUCTION LOCATION: • Columbia Street- Southside of street, Walnut Ct. to Linden Blvd. CROSSWALK IMPROVEMENT LOCATIONS: • Columbia Street- just west of Walnut St. • Columbia Street- between Corbin St. and Linden Blvd. DATE BEGINNING: ANTICIPATED ENDING DATE: • Monday, October 2, 2023 • Friday, October 20, 2023 TRAFFIC ALERT: Please use caution while driving in this area and be alert. The road will be limited to one-lane at times. DETAILS: We know that construction is noisy, dusty, and very inconvenient. We will do our best to expedite this work and keep the inconvenience to a minimum. Activities include, but are not limited to: • Ensuring Americans with Disabilities Act (ADA) compliance, • Laying of new sidewalks to connect to existing sidewalks east and west of Columbia St. bridge over US- 127, to allow for safe pedestrian crossing and non-motorized access to key resources, and • Restoration after project. Weather: Construction dates and work depend on the weather and may vary. Landscaping: This project is not expected to significantly affect adjacent lawns and landscaping; however, we request and recommend removing any decorative items. Decorative items remaining in the right of way will be moved as carefully as possible but will not be replaced if damaged. Where lawn areas have been disturbed, the affected areas will be replaced with topsoil and seed. Please water the restoration area frequently, remove any stones or twigs, and mow once the grass gets ankle high. Newly placed topsoil is usually quite soft until it settles (2-3 weeks or one good rain shower), and keeping children, pets, and lawnmowers off until the grass is ankle high is recommended. Fertilizer and weed killer should not be necessary for at least one year. By taking these steps, the lawn area disturbed during construction will be relatively weed-free and restored quickly. Private Sprinkler Systems: Owners with sprinkler systems located within the right of way (typically 33’ from the road centerline) must have the sprinkler heads and lines marked prior to the start of construction. Workers will strive to not disrupt marked sprinkler systems. Unfortunately, the City nor its contractors are responsible for repairing sprinkler systems within the right of way. The repair or replacement of damaged sprinkler systems will be the responsibility of the property owner. Thank you for your patience and understanding while we make these improvements! Project Information: More information on this project and others can be found here: mason.mi.us/CIP Resources: More Questions? Please contact our Customer Service Desk at 517.676.9155 or info@mason.mi.us. 9.25.23 (Public Works) 34

The City Manager will provide an after-action report to Council as soon as feasible outlining the approach, lessons learned, and improvements we will be making in the future. o Emergency Expenditures: The City Manager did authorize some emergency expenditures that are still being incurred related to the storm. The City Manager will be providing a summary of those at the September 18, 2023 City Council meeting for City Council concurrence. We also documented and will provide all the costs for consideration of funding from FEMA, through Ingham County, due to the Emergency Declaration. o Property Damage Claims: The City has received approximately eight property damage claims primarily related to City trees that fell during the storm. Municipalities (including the City) are generally not liable for storm-related damage. However, we are encouraging anyone that believes they have a claim to submit it due to time requirements. We are referring all submitted claims to our insurance provider to ensure they are thoroughly reviewed. In the future, Staff plans to create an informational packet related to insurance claims, for residents, to ensure expectations are clear prior to a claim.
