Note: The City Manager plans to post the Public Works Director position as an Assistant City Manager/ Public Works Director. This has been successful in other jurisdictions, as roles and responsibilities evolve. Responsibilities and wage range for the position will be unchanged, but the position itself has changed to more of an administrative role due to the large budget, large capital projects anticipated, and recent laws passed related to water, stormwater, and wastewater. Manager’s Report included in each meeting packet is excellent. The Manager’s efforts to foster a proper relationship with Council have been exceptional. 34 3. Management and Leadership of the organization. How satisfied are you that the City Manager has selected and developed qualified employees and effectively leads the organization to fulfill City Council directives? Please comment below: The generally excellent performance of the City in providing services and responding to public inquiries would indicate that the employees of the City are sufficiently vetted and trained as well as effectively led and organized. It is difficult, however, for City Council to accurately assess the development or qualifications of specific employees with limited or no contact with those employees. It would be helpful if Council was afforded an opportunity to formally hear from and address specific appropriate employees. 4. Program Management. How satisfied are you that the City Manager has appropriate knowledge of City operations and provides suitable oversight to ensure the provision of high-quality programs and services? Please comment below: The generally excellent performance of the City in providing services and responding to public inquiries is a clear indication that the City Manager is appropriately knowledgeable of City operations and provides sufficient oversight. 5. Relationships with Citizens. How satisfied are you that the City Manager is accessible to the public and effectively resolves concerns? Please comment below: Completely satisfied. The Customer Service counter has proven very successful. 35 6. External Liaisons and Public Image. How satisfied are you that the City Manager maintains a positive professional reputation in the community and cultivates effective relationships with residents, public officials, visitors and public/private organizations? Please comment below: Completely satisfied. Feedback from those who have dealt with the City Manager have been very positive. 7. Managing Difficult or Unanticipated Situations. How satisfied are you that the City Manager has responded appropriately to difficult situations or to unanticipated objectives assigned by the City Council? Please comment below: The City Manager is at her best when responding to difficult and unanticipated situations. This is a testament to the development of a tight woven and excellently led management team. Efforts to instill a team-oriented attitude in the management team has clearly paid dividends. The successful development of a team-oriented culture among city employees, especially the leadership, has proven to be immensely effective when addressing a challenging or unknown circumstance. 36 8. Additional feedback. Provide any additional feedback regarding the performance of the City Manager, including strengths, achievements, weaknesses, and opportunities for professional development. Please comment below: The high-level performance of the City Manager is a blessed asset for the City and belies the fact that she has been a Manager for only four years. The Manager has demonstrated an intense desire to both enhance her own skill set as well as to share her knowledge and skills with other municipal officials, especially her employees. City Council should continue to support the Manager’s involvement with. and attendance at, MML and ICMA meetings and conferences. The Manager is clearly considered a leader within state organizations such as MML and will continue to learn from further involvement in leading MML activities. ICMA conferences serve as another excellent source of knowledge and skill enhancement opportunities. Experience has shown that any effort to discuss weaknesses of the Manager inevitably devolves into a discussion of differences of opinion or priority, not necessarily weaknesses. That being said, it would be beneficial to City residents for the Council and Manager to discuss the priority of, and strategies for, addressing certain concerns regarding the administration of certain City operations, such as CIP approval, Council interaction with City staff, and ordinance corrections/updates. A detailed description of all strengths and achievements of the Manager would produce a formidable and extensive document. But special recognition must be given to her zealous commitment to protecting the integrity of the organization and to creating a team-based culture among city employees. A commitment to integrity as an integral element of the organization will reflect well upon the City in the eyes of the public. An “all for one, one for all” team-based culture within the City organization produces higher employee morale as well as improved labor efficiencies, both of which lead to better service to City residents. The Manager is the most valuable ambassador of the City, garnering immense respect, both personally and for the City, from employees, the public and outside agencies. Council must continue to clearly elucidate priorities for the Manager’s efforts and provide sufficient resources to satisfy those priorities. Part B: Recommended Council Action (select action by mark in first column) Continue contract with City Manager X Continue and enhance contract with City Manager Terminate contract with City Manager (provide justification in Question 8) 37
