Mobile Food Vehicle Vending On June 6, 2016, City Council adopted Ordinance 202 which created Ch 10.Art IV. Mobile Food Vehicle Vending which took effect 20 days from adoption, on June 26, 2016. A sunset provision of 18 months was included in Ordinance 202 which means that on November 26, 2017 the provisions of the ordinance expired. Since that time, staff has received less than 5 phone calls inquiring about the ability to accommodate Food Trucks and zero applications. Permitting of food trucks is covered under the Special Event application process. Permits are generally not required if they are parked on private property provided the sale of food or catering is a use is allowed in the zoning district. The Peddler Permit could be leveraged as an option for vendors with a vehicle provided they follow the requirements of that permit type. The Planning Commission discussed the matter at their regular meeting on June 12, 2018 and did not express opposition to letting the ordinance expire. Staff is therefore recommending that no action be taken at this time.

ATTACHMENTS • Laylin Dredging Notice • Monthly Water Billing FAQ • Citizen Comment on Flooding Response 36 37 Monthly Water Billing FAQs Why is the City making this change? • This is a direct response to our residents requesting more efficient household budgeting, especially for those on a fixed income. Water bills will now align with most other bills, making your monthly budgeting easier. • You’ll easily notice if your water usage is different than normal. That may help you find potential problems more quickly, eliminating costly damage to your home and high bills resulting from leaks. Will monthly billing cost more? No. We bill based on actual usage, except for the meter charge that will be recalculated for a monthly rate. Outside water meters will still be billed as they are now and the meter charge will be recalculated for a monthly rate. Will we have estimated bills? No. We still plan on reading every meter every month. We read using a computer unit and this allows us to read the entire City in less than one day. When will this start? July 2018 (due August 20th) will be the first monthly bill. The first few months you may have a 1, 2, or 3-month cycle until we get everyone on the same schedule. Your billing dates will reflect the correct time period billed. Will my bills look different? Slightly. The color of your water bill may change from red or blue to green. Are you tired of waiting for your postcard to arrive? Save time and have your water bill e-mailed. Forms are available here or at Customer Service at City Hall. Will the due date change? No. Your bills will be smaller but they will still be due on the 20th before being considered past due. Bills will be due after the 20th if that day is a holiday or a weekend day. What are my payment options? • In Person (Check or Cash Only): Payments can be dropped off at City Hall to our Customer Service Desk or in the drop box in front of City Hall. Unfortunately, we are unable to accept credit cards at this time. • ACH: The ACH is a FREE service and is an easy way to move money between your bank and the City without using paper checks, wire transfers, credit card networks, or cash. Forms are available here or at Customer Service at City Hall. Sign up for ACH auto-payment and your bill will never be late. • On- line or Phone (Credit Card or E-checks Only): Click here to pay online. To pay by phone call 1-800-272-9829 and use jurisdiction code 7038. Our credit card payment processing company charges $6.25 to use credit or debit cards, e-check fee is $3.15. They accept Visa, MasterCard, Discover and American Express by phone or on-line. Resources: More questions? It has been a source of concern over the last 6 years whenever the creek overflows. This was the highest it has been since we moved here and it was truly frightening. The initial consultation as well as the delivery and placement of the many sandbags was done with a great degree of professionalism and concern. Please express to your employees our appreciation for a job well done. Sincerely, Jeff and Gail Brown, homeowners 39

Identity thefts/unemployment fraud cases continue to be reported with Mason staff providing assistance to our citizens and forward them to the AG’s office. • DPW has been working round the clock during our snow storm last week, followed by flooding management this week, including: o Successfully saved a home on Eugenia from flooding and worked with the Fair Grounds to avoid breaches within our sanitary system. o Round the clock management of our treatment plan. Our plant is built to manage 6 MGD with the headworks and 1.5 MGD within the plant. During the two heaviest days we were handling 7.5 MGD. We had one breach in one of our tanks that resulted in a temporary bypass (Public Notice attached). o Now focusing on clearing off catch basins and cold patching potholes when weather allows. • Staff met with DEQ and Ingham County Health Department to talk about an action plan to mitigate copper in the water of the County buildings. Partnering to do additional testing and evaluating their facility for potential solutions. Additional corrosion control within our system may be a necessary even if only temporarily. • Staff will be pulling copper tests in the schools as a follow-up from last year. Because of high flows, combined with a primary tank failure, a limited amount of partially treated wastewater overflowed the primary tank. It is estimated that approximately 5,000 gallons of partially treated wastewater was bypassed onto the ground. Sarah Jarvis Mason City Clerk 35
